『Street Children』）
We will talk about street children.
First, we talk about direct violence.
Direct violence ）is neglect, abuse and family problems.）
We will tell about family problems example. We heard from Rodelio Angels(11years old) who stay in LCP from street. He used to be a street child.
His father had another woman. When his mother found out about his father having an affair with another woman, she got depressed which cause of her death. His father’s mistress, on the other hand, had a husband. When the mistress husband found out about his wife’s affair with Rogelio’s father, he killed him by stabbing him on the abdomen part. He became an orphan after his parents’ death.
He has five brothers and sisters, but they got separated. He grew up in his uncle. His uncle gave him money. He spent the money for playing. His uncle got mad on him.
Because of this, he ran away from home which cause him to stay in the street since he had no other place to go.
That’s why his family separated and he became a street child.
Second is structural violence. It is poverty.）
We talked Joey(15years old) and Jefery Amper(14years old).
Joey is a street child now, but Jeffery stay LCP now. Joey’s mother has job. Her job is selling junk food, but the income is not enough for the whole family, so he stays in the street to watch parked motorcycles so that he could earn a money to help his family. Jeffery’s mother work in Manila to earn more money.
That’s why he is alone and used to be street child.
Self-Reliance is getting money by the themselves.） Street children do not have enough money to go to school. So, they have to get money by themselves. For example, job is watching over parked motor cycles, selling peanuts and mongo and picking up garbage.
Jeffrey Amper we interviewed he is 14 years old. He used to be a street child. He was being neglected by his parents. His mother worked in Manila. Because of this, no one attended on his needs which cause him to stay in the street. He is the only one who supported himself. He watched over parked motorcycles to feed himself. It’s only means he had to survive. He stayed in the street for 5 years. He started staying there at the age of 5 years old until he was 10 years old.
Obstacle is they can’t have enough time to go to school.）
Jefferey, we interviewed, worked at 9:00am to 7:00pm at the street. He can get money 1 to 5 pesos per 2 hours. The payment varies from the size of the motor cycles. For example, small motor cycle- it is 1peso, bigger one- it is 3pesos. It is very cheap. So, they have to work so long time to get enough money.
Solidarity is School on Wheels.）
School on wheels is LCP’s program for street children, especially support in education.
First, this program that staff looks for street children and then take them to LCP. They teach them basic education like how to read and write (informal education).
They prepare the children for formal education. When the children are already prepared, they send them to school. They also have tutorial for children who are slow learners. But there are children who are intelligent who joined in the tutorial session. Because their tutorial is a preparation for them to go to the next level. Example: The child is in grade 3 right now, the tutoring is not a lesson in grade 3 but in grade 4. This is a way to help them prepare for the next school year when they will be in grade 4. They have an advance lesson for the children.
Commitment is we should know about knowledge and status quo of street children.）
Especially it is important that we go to field and interview them by ourselves. We should think about how are street children’s status in society, also what is the best solution for street children.
We need to participate in the programs ands services of the NGOs. For example, we help LCP in raising funds for their projects for street children and get more volunteer workers to assist them with the programs they have for the street children.
We can do this by expanding the network.
『Problem of street children』）
Ⅰ暴力）
①直接的暴力）
直接的暴力は育児放棄、虐待、家庭崩壊、家庭内の問題である。元ストリートチルドレンだった子どもで今はLCPで暮らしているRodelio Angel(11歳)に話しを聞くことができた。その子がストリートチルドレンになった背景は、彼の父親には愛人がいて、その事を彼の母親が知りそれがショックでうつ病になり母親は病院に行き薬をもらい飲んだが翌日に亡くなってしまった。さらに父親も愛人の夫に知られて愛人の夫に殺されてしまった。そういうわけで彼の両親は過去に死んでしまった。
彼は５人の兄弟がいたが、両親が亡くなったことにより兄弟はばらばらになり、Rodelioは、叔父に育てられることになった。叔父はRodelioにお金を与えていたがそのお金を彼は遊ぶために使ってしまったので叔父が彼に怒り、彼はそれが原因でストリートに行くことになったと話していた。そういうわけで彼はストリートチルドレンになった。
②構造的暴力）
構造的暴力は貧困である。私たちはJoey(15歳)とJeffery(14歳)と話すことができた。
Joeyは今もなおストリートチルドレンだがJefferyは今はLCPに住んでいる。Joeyの母親はジャンクフードの仕事を持っているが、その収入だけでは生活するための十分なお金は得られないため、彼がストリートに出てお金を稼いでいる。
Jefferyの母親は仕事をするためにマニラに出稼ぎに行っているため彼の親としての世話をすることができない状況になっている。そのため彼は一人になってしまいストリートチルドレンのなってしまった。
③自力更生）
自力更生は子ども自身がお金を稼ぐことである。なぜなら、彼らは学校に行くために必要な制服や教科書などを買うお金がないからである。仕事の例としては、ピーナッツやマンゴーを売ること、ごみを拾ってお金に変えること、モーターサイクルを見張っておく仕事などがあげられる。LCPでは、以前ストリートで働いていたJefferyにストリートでの仕事をｲﾝﾀﾋﾞｭｰした。彼は５歳から10歳までの５年間ストリートでモーターサイクルを監視する仕事をしていた。彼は、母親が出稼ぎに行き、育児放棄の状態だったためストリートで働くようになった。このように生活するために子どもたちは働かざるをえないのである。
④ 阻害要因）
ドゥマゲッテでのモーターサイクルの営業時間はだいたい午前９時から午後７時までである。１台のモーターサイクルが出発してもとの場所にもどってくるまで約１～２時間くらいで、その間残りのモーターサイクルを見張っておくというのが彼らの仕事である。モーターサイクルの大きさによって値段が異なるがだいたい１回見張るごとに１～５ペソもらうことができる。しかし、１回の賃金が低いため、彼らはこの仕事を何回か繰り返して１日中ストリートで働かなくてはならない。したがって、学校に行く時間を作ることができない。また、稼いだお金も結局は生活に最低限必要な食べることなどに使ってしまうため、いくら働いても学校に行くためのお金にまで行き届かないのが現状である。
⑤ 連帯）
連帯はLCPのストリートチルドレンのためにあるプログラムのSchool on wheelsである。このプログラムは特に教育をサポートしている。最初にスタッフがストリートに行き、勉強意欲のあるストリートチルドレンを見つけその子どもたちをLCPに連れて行き、LCPで学校に行けるようになるため最低限の教育（basic education）を子どもに受けさせる。そこで読む力や書く力をみにつけさせる。例えば３年生の子どもがLCPに来た場合でその子の能力が３年生の能力に届いていない場合、その子どもが４年生になれるように教育をする。なので、子どもたちの能力によって教育レベルは異なる。その教育期間は２週間である。
子どもたちが学校に通い出してもし良い成績をとって良い行いだったりすると、その子どもは、大学に行くための奨学金をもらうことができる。
しかし、このプログラムには少し問題があると私たちは思う。なぜかというと、学校に行ってドロップアウトする子どもやストリートチルドレンのなかの勉強意欲のない子どもは放置しているように思われるからである。
⑤関与）
私達にできることは、まずストリートチルドレンの知識や現状を学ぶことである。特に現状は自分の目で見て、自分でｲﾝﾀﾋﾞｭｰをして確認することが大切である。そして、ストリートチルドレンが社会的にどのように位置づけられているのか、また、どのような解決方法が望ましいか考えなければいけない。
また、自分の考えを明確にできたら、NGOなどの団体をとおして活動をしていくことが必要である。例えば、私達がおとずれたLCPでは、募金活動や、LCPの活動プログラムのお手伝いするボランティアを募集している。そのような活動を通して、たくさんの人の意見を聞き、自分の意見を伝えることでネットワークを広げていくことができる。
